Elevated delivery latency in eu-west

Between 09:12 and 09:47 UTC a subset of deliveries from the eu-west region took up to 40 seconds to reach destination endpoints. A storage node in our delivery queue cluster entered a degraded state after a kernel update, slowing acknowledgements. No events were lost: every affected event was retried and delivered once the node was drained. We have since added queue-latency alerts at a lower threshold and staged kernel updates behind a canary.
